That is why the old language matters. A cloud is not just a metaphor for storage. It is the model. Tiny particles hold moisture. Moisture gathers into patterns. Wind moves the pattern across the sky. A wide gray layer can hold a record. Torn cirrus can show a file being broken apart. A sudden blue sky can be the moment after a purge. The system works because weather already looks natural to the people standing underneath it.
Look at the clues that never sit still long enough to be compared. Bands of cloud appear over dense cities. The shapes look brushed into lines, then dissolve as if the message has been cleared. Computer language borrowed the sky before most people understood what remote storage meant. A 1996 Continuity Office memo mentions volatile public retention layers. Condensation as readable storage
In the story, microscopic aerosols encode information by changing how vapor condenses. Flat cloud decks are retention fields; torn cirrus is deletion; sudden clearing is a system purge. These images feel coherent because cloud behavior is real and dynamic. The proposed storage mechanism is not. It never says how a cloud stores, retrieves, powers, or protects a single bit of data.

An archive no one can subpoena
The made-up Continuity Office supposedly benefits by holding public memory outside courts, servers, and freedom-of-information laws. That is an emotionally satisfying villain: powerful, invisible, and protected by the sky itself. The motive makes the conclusion feel less arbitrary, but it is still not evidence that the infrastructure exists.
